Animations are just a bunch of similar pictures only a little bit different that when you play them all together they move like magic. *_* If you're a beginner, I would recommend drawing the classic bouncing ball animation to see what you can do.
Here are some VERY VERY VERY old videos I made when I was younger (and stupider
)

It kinda depends on what you're making. If you want to make like a repeating gif image I would recommend UNFREEZ GIF Maker. Here:
www.whitsoftdev.com/unfreez/It's really good for making quick, little gif images, like Lexi Lick.
lexiathecat.deviantart.com/art…If you're planning on making a large animated movie, there's various programs you can choose from. When I used to make animations, I used Pinnacle Studio 12 Ultimate. Pinnacle 12 is old technology. It's really easy to use. It's very user friendly and it has a reasonable amount of layers you can use for pictures/ videos. My brother uses After Effects, but that's too complicated for me. After Effects is probably the best choice, but it's a very expensive movie making software and it should be used by experts. My bro is younger than me and he's a wiz at using it. :'D
Flash is good too, but I never personally used it. Some of my friends who do have it say it's pretty easy to use.
